In Texas, can the parent with custody forgive the other parents child support so they wont have to pay it and will be able to get a passport? No. Child support isnt something the parent can just forgive. Its a court-ordered debt owed to the CHILD, not to the parent. The parent is merely the middle man because the child is a minor. It might be possible for the delinquent parent to make some kind of payment arrangements for the back child support that MIGHT allow him/her to get a passport, but dont count on it. Once the delinquent parent leaves the country, he/she may not return, and it could make trying to collect the support payments nearly impossible.
